Upon reviewing stress test results:

Additional ICD section of Service Procedure Code (SPC) screen is enabled only for MA's, Technicians and Coders which resolves the conflicting ICDs between Assessment screen & SPC screen.
All ICDs for the encounter have to be saved by providers in Assessment Screen before the encounters are submitted for billing.
Patient encounters seen by mid-level providers are mapped by default to their respective supervising providers. Going forward, they have an option to select another supervising provider within that clinic if required.
